how can i get mybritish bulldog to breed or how to get sperm from him

Some Bulldogs can't breed naturally.  

Semen collection is simple enough to do, but it depends on the dog.   You need a female in heat, a ziplock bag, a syringe and a catheter.

Use the baggie to collect.  Take the male behind the knot and gently hold the bag in place. Semen comes out in dribbles and does not come in one big squirt.  After collecting, take the fresh semen into the syringe and using the catheter,  insert into the female.

You may want a vet to assist you.
