has never went in heat

I have a 21 month old Irish Setter that has never went in heat is this normal

Hi June -- it's not normal.  It's indicative of either a thyroid condition or poor nutrition.

What are you currently feeding her?  How is she housed (inside or outside dog)?  Do you have her on any supplements?  Do you know if her siblings (females) are experiencing the same thing?
