can female get pregnate w/o tieing up

my female chi went into heat. she is about 3 lbs. The male about the same lbs. she let him mount her, moved her tail. but the never got stuck together. she now has swollen teats. this would be her 1st litter. could she be pregnant?

There is a chance, but a very small one.  

A tie is Mother Nature's way of ensuring that the species continues.  

She could be experiencing a false pregnancy, which is common in dogs.  X-rays after day 50 would tell you for certain.
