What brand of dog food is it on?  I would take the dog in to have it's scent glands checked.  Then I would put a collar on it and start with obedience lesson ASAP.

People expect little dogs to be surly.  Not so.  Bad manners are bad manners not matter what size dog. No dog should growl or bite it's owner.
