What are proper male to female dogs weight ratios to consider when breeding so that the it is safe for the female to carry the pups?

There is no scientific formal.  Males typically will be larger than the female. That's just all there is to it.

A female can have complications regardless of the size of male.  But you want to ensure that neither the male or female are too extreme.  Meaning the female is tiny and the male is a giant.  

Breed plays a larger part.  It's easier for a Mastiff to whelp than a Chihuahua for example.
