stud wont mount my poodle in heat

Hello!  My toy poodle i sin heat & is totally giving herself to male 5 yr old dog, but the stud will not mount her.  Instead, he licks her and just plays hard to get.  What could be wrong and what can I do?  Is there a certain or minimum amount of time they should spend together each day?  any help would be greatly appreciated.

Where is she in her heat cycle? If she's early the male won't bother to mount until she's ovulating.  An experienced male can tell.

You can try bringing in a teaser male to encourage the male by making him "jealous".

They should only be allowed together for a short period of time (30 - 60 minutes) a day.  Otherwise it's akin to making out with our sister.  The more time they spend apart, the more interesting she becomes.
