breeding my shih-tzu

My shih-tzu is 1 and 1/2 years old.  Is this too young or is it ok.  Her vulva is swollen now about the 3rd day.  When do I introduce her to the male shih-tzu....he is 2.

Hi- Yes, breeding your shih-tzu is fine after 15 months or older...
It would be great till wait for 18 months if possible.
