I have a 9 month female Shitzu that has been spayed.  She clearly understands going potty outside very well and does so on command and gets rewarded.  I am home all day.  There are 3 children in the house.  My husband has little to do with the dog.  My 2 sons also have little to do with the dog.  However my 7 year daughter spends endless hours with this dog.  She plays with the dog, walks the dog all of the time.  She has the run of the backyard and runs after the ball when my sons are playing outside.  She is also ok inside as long as she is getting attention.  I have her confined to the TV room.  As soon as you walk away and not pay attention to her, she will call for attention.  If you do not give it to her and tell her "no no", she will turn and make a bm on the floor and hop onto the window cill and urinate.  She has done this many times.  As soon as I enter the room, she will look at me with guilt and cower her head.  she knows she is not supposed to do that.  I will grab the scruff of her neck and talk to her very sternly and put her into the cage.  I have tried bitter apple, I tried putting her nose right near it.  No matter what I do she is being very spiteful.  These breeds have a reputation for being spiteful.  She gets plenty of attention and exercise.  She is extremely playful, great with kids and other animals and has a fantastic disposition.  She is also the runt of the litter and submissive.  What do I do.?

The bitter apple is not meant for that, so this is why it is not working.  Also, Tzu do not respond well to physical correction such as grabbing them by the scruff of the neck or rubbing the nose in the poo.  When you put her in the room and she "calls for attention" don't respond, ignore her and continue doing what your doing.  If she is learning that you will stop and come to her when she "calls" she will continue to do so.  Then make sure she is on a schedule for bathroom breaks (outside) if that is where she is to go.  If she is permitted to potty inside then make sure a potty pad is available for her to use.  Second, food should be given 20 minutes prior to her first morning potty and her last evening potty, and water should be available prior to potty time and after exercise only and then no more prior to bedtime.  Thirdly, if she has inappropriate behavior then put her in the kennel during the time she is inside at all times that she is unsupervised.  She will eventually get the hint and appreciate her time outside of the kennel and want to impress you instead of upset you and will not potty on the things she should not potty on.  As for the window sill, there is a product by Hartz called Stay Off Training Aid that you can purchase at places like Wal-mart (it is in a spray can like hairspray) and you spray it on areas or things you want your pets to stay off of (I've used it on my couch to keep them from jumping up on it and it works great).  So, maybe you can try it on the window sill and she will not jump up there anymore.  Hope some of this helps, if not and she continues your next move may be the vet for medication or to a professional trainer.
