Male sexuality

My shih tzu Kao is two yrs old, we recently had another dog (cocker spaniel) move in.  HELP!!!! He wont leave her alone.....he is always whinning and shaking and peeing all over the place!!  The female knows this very well and even teases him by going over and just staying out of range. When he does get the chance to get close she plays along by sniffing him and letting him sniff and lick and then pulls away....or she will bark and try to bite him. How do we deal with this?
