Thanks, your posts are very helpful.  I just adopted a 4 year old Shih Tzus.  She licks her vagina constantly and it is very swollen.  She is not in heat.  She weighs 11 lbs.  She is an Angel except for the constant licking  The one I got her from said she came from a breeder and I can tell by her teats she has been bred and probably more than once.
