I currently have a resident Shih Tzu, Kai (pet only), and have been speaking with a breeder regarding an addition.  I do not intend on breeding and she has one with a groin hernia.  My concern is not of the hernia as I know they go away and not bothersome, but she states that the pup is about 2 1/2 lbs at 8 weeks. The dam and sire are 10 lbs and 8 lbs respectively. My resident is 8 lbs and would rather not have a pup that will be bigger than him. Do you forsee the new pup being bigger than 10lbs?

There are many conflicting arguments on hernias but I would take the puppy to a vet within 48 hours to have it examined.  If it is an inguinal or scrotal hernia it is hereditary (meaning it did not come from the trauma of birth) and it can be fatty tissue or it can be organs and needs to be checked to make sure that it is getting proper blood supply.  As for weight, there is no way to say without knowing the lineage of the parents (mothers mom could weight 12lbs and her father 15lbs) so the puppy could take after them and end up weighing 13lbs or the grandparents could have been 7lb and 9lbs on both sides for 10 generations and he can end up weighing around 8lbs.  It is no different that humans really when a 110lb 5'2 lady and a 180 lb 5'8 man end up with a 6lb child at birth and he ends up 210 lbs and 6'4 at 22 years old (because somewhere back in the lines there was a 6' tall 200 lb ancestor).  It boils down to just liking what you see at the time and the personality of the puppy, I just know what I like it crawls in my heart when it looks into my eyes and I care less how big or how small it will be.  Hope this helps and Good Luck
