Betta Fish Sick!!!

I have a 1 1/2 gallon tank for my betta fish, and i have had him since Dec.2004, his tank was cleaned today but lately he has just been sorta floating at the surface on his side, and his fins move really really fast. I've watched him attempt to swim to the bottom of the tank, but he just can't seem to stay there, and immediatly floats to the surface again, I don't know what to do!! Please Help!!

It's probably a swim bladder malfunction. It is often related to constipation. Here is an article about it that discusses treatment options as well;
