My Australian shepherd just had 10 puppies 19 days ago and she is panting alot is this normal?? All puppies are fine and heathy and she has had the shot already

When she had oxytocin did she expell her afterbirth?

It's not normal for a female to pant 19 days AFTER whelping.  

Have you checked her teats to ensure they are all nice and pink?  If they are hard and red she could be developing mastistis.   

Is she feeding all 10 at once?  It's best with a litter that size to rotate the pups so the pups are getting enough and the mom is less stressed.
