My female is a 12mo. old maltese/shihtzu named Lilly & my male is a 9mo. old shihtzu named Snickers. They got tied 2wks ago, only once. I noticed 1 wk. ago that her nipples are pertruding alot, could she be showing signs already? Also, what are the chances of her getting pregnant of only getting tied once?

If your female was fertile a week on either side of the tie, then the chances are very, very good that she took.  

Smaller dogs can show signs earlier. Gestation is 63 days, my advise is to mark the calendar and prepare for pups.
