hi my dog has been in the first stage of labour for 24 hrs now is this normal she is panting and shaking and very restless

Typically the first sign of labor is that your female is off her food.  12 - 24 hours before birth she becomes more restless, more rummaging, nesting and may become very active.   8 - 12 hours before delivery her rectal temperature will drop from 101 degrees to 99 or lower.  

Keep an eye on her to make sure she's not straining excessively with no results.
