My female Pit Bull stopped bleeding about 3 days ago, and is now flagging and allowing our other (neutered) dogs to lick her.  We had no intention on breeding her, but unfortunately the neighbor's male Chihuahua dug under our fence.  I came out into the backyard and witnessed my Pit laying down, and the Chihuahua "air-humping" near her hind quarters...his penis was still erect.  Minutes later, my Pit began dripping bloody fluid from her vulva.  Is it possible that a tie had occured, and I was witnessing the last stage of it?  How common is it for a pregnancy to occur without a tie?

It's the point after the breeding that ovulation occurs and the females are prime for breeding.  Usually days 9 - 15 (or longer) after the bleeding starts.  The bleeding only lasts about a week.

Mother Nature "invented" the tie to guarantee procreation. There is a very small chance that she took.  But I doubt that the Chihuahua could successfully breed your female without assistance.

Regardless, if the neighbor's male is the local Casanova, I would consider getting your female to a vet to get "cleaned out".   There no telling what STD he could bring to your female. STD's which could seriously compromise your future breeding plans.
