Breeding Male problems

I have german shepards who are a breeding pair. My male had to have his spleen out, now when she comes in heat he jumps on her but can not seem to penetrate her his penis only seems to come out about an inch. What can I do to help him?.

I would check his shaft for hair or skin that is blocking his penis for extending fully.

It wouldn't hurt to take him to the vet to check him out, it sounds like it may be something else and your male may not be breeding material.
