Female Sheltie wont let male Sheltie Mount

Each time the male tries to mount the female she will yelp.  I believe this frightens him and then he's reluctant to try to mount again.  Yesterday and today he has danced all over the place, telling her it's the right time.  She has been teasing him badly and I feel really sorry for him.  I have tried holding her for him, etc.  Nothing has worked.  HELP!

If she is a maiden, the first time may be difficult.  You need to have someone help.  

Sit on the floor with her straddling you.  Have someone hold her head.  Lead the male towards and when he gets down to business, hold him in place until a tie takes place.

The other option is leave them together for a few moments.  It could be you making them "nervous". I have a male that wouldn't perform if I'm in the room.
