You are considering or have bred siblings?   If that is the case, you want to ensure that the two are the exception to the Dachshund rule and are in top physical and mental health with no inherent traits.   In-breeding can cause a host of issues that will not further the breed.

But to answer your question.  Yes, you can get papers.
