NEIGHBOR WALKS HER DOG BY MY MAILBOX EVERY DAY AND IT POOPS-I'VE ASK HER TO PICK UP AFTER HIM OR WALK HIM FARTHER DOWN THE STREET - IS THERE ANY THING I CAN PUT ON THE GROUND TO MAKE HIM NOT WANT TO GO THERE - WE HAVE HAD DOGS BEFORE SO I KNOW ITS A PAIN TO CLEAN UP AFTER THEM - BUT ITS A MINE FIELD AROUND MY MAIL BOX - NOT LOOKING TO HARM HIM JUST MOVE HIM ON DOWN THE LINE

That lady is totally out of line.  There is no reason you should have to put up with that.  Some communities have laws against that.  Since you have asked her not to, you are free to take other action now.  You would be doing your other neighbors a favor if you reported her to the authorities.  

As for moving him on, you could try the products meant to keep males from marking bushes.  Moth balls or a citrus spray might work too.  

How about shame?  Blind and disabled people have to clean up after their service dogs.  it really isn't that hard.  They carry plastic bags.  Slip one over your hand, pick up the stools, turn the bag inside out, tie a knot and dump it is the nearest trash can.  I do it all the time when out with my puppies.  No reason that dolt couldn't too.
