Hi.  I have a 5 year old red brindle long haired dachshund.  He started developing rough hair and cow licks around his neck at around 2 1/2.  This rough section makes him look like he has no neck. It is heartbreaking because the rest of the fur on his body is a gorgeous silky texture. I recently took him to a professional groomer who used some thinning shears in an attempt to correct the problem.  Even though I've routinely tried to train his hair with frequent brushing and high end smoothing and straightening products, it still appears as though it will grow in wild again.  Do you have any advice?, stripping?  Thank you in advance for your thoughts.

You have the right idea about stripping out that bushy section and while thinning shears can finish the look they should not be used to help achieve the entire effect or it will only promote the bushy look as it grows in.
Using a pumice stone or better yet Chris Christensen sculpting sticks is the trick. They are good for detail work like the neck of your handsome boy. Pick away starting under the chin and working back to the place where the hair swirls under the ears and down to his breast bone. When it grows back in it will be harder and flatter but it is a continuous process. So you will have to keep at it every 6-8 weeks to keep it under control.  Use the thinning shears only on the edges otherwise it will push the hair out as it grows back in.
