I just recently (a month ago) rescued a Husky from a Siberian Husky Rescue group.  The dog that I got was found as a stray and was completely shaved, so bad that her eyelashes were even gone.  Her hair has grown a bit since I've adopted her but her undercoat is still very stubbly.

Two questions:
1-How long does it normally take for the undercoat to grow back?
2-Could this be the cause as to why she gets so tired so quickly?  She runs for about 10-15 min and she is huffing and puffing and completely tuckered out for hours afterwards.

1-How long does it normally take for the undercoat to grow back?

Sometimes it can take up to a year or so, sometimes it doesn't grow back, I would wash her in an antibacterial soap once every 2 weeks. Also giving her fish oil (found in a store with vitamins) would be beneficial.

2-Could this be the cause as to why she gets so tired so quickly?

No. It could make her warmer also make sure you are applying sun block on her skin so she doesn't get skin cancer. I would get her in to get tested for heart worm, also a blood panel to look for other problems would be helpful, there is no reason she should get tired that fast. Get her into the vet fast.
