Puppy biting

Hello, I have a Siberian Husky puppy that is almost 13 weeks now and I cannot seem to get him to stop biting. He does it mostly out of play but with his sharp teeth it hurts everyone in the house to play with him. And he wont even allow us to pet him without having to bite our hands. Ive tried pulling him down by the scruff on his neck and holding him down on the floor like a mother dog would do (I read this technique on another web page ) but it does not work and only gets him more wild. I want to get this under control while he is still young so that we don't have to worry about getting hurt and don't have to worry about company that visits getting bit up. Any information or advice you can offer would be greatly appreciated.

 Fist off supply him with things he can chew on. Raw hides and such that if he is doing this because he might be teething. This can give him something to Chew on that is appropreate.
