How to work with my husky

My fiance and I adopted our male husky when he was a couple of months old, he'll be one in October.  I thought I did sufficient research but apparently not.  We've had to completely redo our entire backyard to cater to him, he chews through everything, cable line, water hoses, even learned to turn on the outside water faucet.  We knew he would dig holes and knew he would try to be an escape artist so we've worked with him on both of those.  Over this last weekend we found out that our next door neighbor got his thumb broken and he's saying its the husky's fault.  Basically the story is that he has two dachshunds and they like to run the fence line and have our dogs (I have a blue heeler also# run back and forth.  Apparently the husky found a spot at the end of the neighbors fence #it's a cheaper fence, like chicken wire or something) where a branch had pushed it down and he was able to basically walk right into their yard.  The neighbor said our husky started playing with one of the dogs and he was afraid he was going to hurt it so he grabbed our dog by the collar, unfortunately he got his thumb stuck in the collar and somehow our dog twisted around and it broke his thumb.  I guess he also snapped at the neighbor but didn't draw blood.  Our neighbor didn't report it to the police but he wants us to contact our homeowners insurance to help with medical cost.  To prevent any future issues my fiance put an electric fence up so hopefully our dog can't go into their yard, what can we do to prevent any issues in the future with other little dogs and do you think it's likely our dog was being aggressive?  He's never shown aggression to anyone, including my children or the other dog.  Thank you for your time, we really want to make his life and ours as nice as possible.

  If some stranger grabs you by the collar, what is your first instinct? Would it be to turn around and swat the hand away? I would do that, so why wouldn't the Siberian act this way? I highly doubt your Siberian will become aggressive, it would be comparative to you deciding one day you will attack all strangers because one grabbed you. This doesn't make sense, Siberians are very simple when it comes to why they act/react the way they do if you think of them as a 5 year old in Siberian fur.

 It sounds to me like your Siberian lacks things to interact with. Again they are very very intelligent, this is why they WANT to get out. They get bored. How would you like to be shut in your back yard all day every day with nothing to do but what is in the yard. You would be scaling the fence to. I could be wrong, It was not mentioned that you take him for daily walks, this will help a lot if you take him out every day if not 2 times daily at least once.

 I wouldn't trust someone else's fence to hold in your dog. I am sure you can try to put the blame on the neighbor, but one is responsible to care and contain their own animal. I have had my share of escape artists and normally the reason they do this is in one word, Boredom. I find they are less likely to do this if you fulfill their needs as a individual. Other dog breeds do not require as much mental stimulation as a Siberian because most breeds are not nearly as smart or cleaver as them.
