I live down in the tip of texas, where the summers are absolutely brutal! (usually between 95 and 110 degrees at the hottest). My question is, would a husky be able to survive in that temperature if it was an outside dog most of the time, and i would let the dog inside for a while at the hottest part of the day?

Answer
The dog could definitely survive in the environment, but probably not thrive.  If you did have a Sibe in those climates, I would recommend that he spend all day inside with A/C and not venture out for anything more than a bathroom break until the sun goes down and things cool off some.
