what kind of certificates are needed to take a puppy from USA to France?

I wish I could give you a positive exact answer.  I will be honest.
I can lead you to the answer!!
Generally speaking:  European Union countries require:
Microchip.  Rabies vaccination at least 30 days old and less than
1 yr at time of travel.  APHIS 7001 International Health Cert issued
within 10 days of travel; then, also, the most important: the EU
form 998 bilingual cert (in this case English-French) which records
the microchip and rabies info.  ALL these certs MUST be endorsed by
USDA.  Now then, the problem.  How old is your pup now, and when do
you expect to travel? From Where?  What airline?
Most vets will not give rabies vac younger than 4 mos of age.  Some
will at 3 mos.  In these cases, you would have to wait for 30 days
before travel.
Most EU countries allow pup under 4 mos without rabies vac to enter
the EU.  The vet simply writes on H.C. and eu 998 that pup is too
young for rabies vac.  France has always been a little more
restrictive.  So I suggest the following:  Contact French Embassy or
consulate for info.  Contact the USDA office in the state where you
are.  Also, visit:  www.ipata.com   and search for members in France
and email them for their advice.
In any event, be sure pup gets microchip!!
