chihuaha breeding

I have a 2 approx 4 yr old chihuahas one female and one male i beleive the female is in heat my males testacles never dropped and i was wondering if it was possible for him to get her pregnant?  Right now she doesnt seem to be interested in him if he comes near her she barks and growls but he is not taking no for a answer. will she come around to him or are some dogs picky?

If his testicles have not dropped, you don't want to breed him. This is a congential condition that will be passed on to his progeny. It is genetic. Not having him neutered GREATLY increases his risk for cancer and almost guarantees that he will get it. There is a slight possiblity that he doesnt' even have any. You will need to have him vet checked and at his age, soon.
