Bassett Hound Wetting Problem

I adopted a bassett hound recently as my second dog (I also have a pug).  Both are males and both are neutered.  The bassett is approx 8 months old now, the pug is more like 18 months.  Ever since I've had the bassett he has had a SERIOUS problem wetting in the house.  He doesn't mark (i.e. he's not peeing "on" anything in particular and its much more than a quarter sized spot) and he doesn't completely empty his bladder.  He just walks around the house peeing.  He will leave a trail from one end to the other as he walks along but only if I'm not watching him.  He also pees when he gets nervous or excited or if I get angry at him.  I took him to the vet to make sure he didn't have a bladder infection or something and the tests all came back negative.  The vet said this would probably go away in time.  Well it's been two months and there has been no improvement.  He's housebroken in every other way but he still pees while he walks along if nobody is looking.  To try and solve this problem I started praising him heavily when he pees outside.  Well now he pees EVERYTIME we go outside (even if we go out 6 times in a row!)... but he still pees in the house too.  If I catch him peeing in the house and scold him, he only pees more and then lays down in it.  So basically I feel like I can't change his behaviour by praising him and I can't scold him either.  I'm at a loss.  If I didn't have hard wood floors I would have had to give this dog away- I couldn't afford the cleaning bills! Help!

THIS MALE HAS BECOME THE DOMINANT ONE AND IS PEEING TO CONTROL.  YOU WILL HAVE A HARD TIME STOPPING IT, BUT I SUGGEST TO GET A SPRAY BOTTLE WITH WATER PUT LITTLE BIT OF VINEGAR I IT ALSO.  WHEN U CATCH HIM, SPRAY INTO HIS EYES AND SAY, NO PEE ANYMORE U HEAR ME?
MEAN IT AND BE FIRM IN CORRECTIONS, BE POSITIVE IN TRAINING ALSO.  WHEN HE DOES THIS IN FRONT OF U, SPRAY HIS EYES, WALK AWAY AND DO NOT PITY HIM LET HIM DEAL WITH THIS BEHAVIOR.
ALSO, I USE THE GRAB A HUNK OF HAIR ON ITS BACK SHOULDER AREA, LIFT UP AND SHAKE BACK AND FORTH AND LOUDLY AND FIRMLY, SAY" NO PEE NO MORE HEAR ME?
