Male Pekingese

Question
My five year old is neutered but he still lifts inside the house.  He lifts on the garbage can, chairs, tables, basically everything.  I have three other dogs (one male and two females) that came after him.  I've tried everything my vet has told me but nothing has solved the problem.  She told me it's probably behavioral.  I need help... I can't have all of my things being peed on.

Whenever he is alone in the house, you should confine him to a room where it doesn't matter   or in a crate.   When you are home he needs to be on a leash and connected to your belt so when he goes to lift his leg you can snap the leash and correct him.    AND   get him the male incontinent/marking diapers for the other times.  They work great and save your things.
