Hello I'm quite concerned for my neighbors two beagles. I'm not an expert, but I think theres a problem with leaving a dog outside from 7 in the morning until 7 at night. Then there not allowed in the house they lock them up in a cage in the garage. When you approach them you can tell they don't have much human interaction. I had to earn there trust by feeding them with my hand for three weeks. They are feed but that about it. What do you suggest I do in this case or do you think theres a problem. By the way they are chained and are outside even in the rain and the snow.

Do they have a dog house outside that they can get in away from the weather?  If not, you  can report them to the local humane society.    You can also offer to take the dogs since no one seems to want them.  Or if they are hunting dogs, they should be kept in better conditions.  There are also beagle rescues on line that may be able to help you out.   Just google beagle rescue and they will come up.
