dog shedding

While rubbing my dog on his neck & head, i noticed my hands covered in white powder. when i rubbed my hands together this white powder turned to particles (like what you get when you use an earaser) & it smelled bad...please tell me what I should do & what does my dog have???

I haven't a clue what this is without seeing it, but it sounds like oily dirt/skin particles that have built up. Give him a bath with a good shampoo, maybe a medicated one, rinse him out well, and after he dries, see if he looks and smells better. If he doesn't, take him into the vet for a look-see.
