Hair turning Rust Color

Question
I have a 2 1/2 year old Westie who has rust colors around his mouth, tail and one paw.  Can you tell me anythig that will help me stop it?

You need to determine why he is licking at himself. It is most likely due to allergies, although it is unusual that he is only licking at one foot. That might indicate that he is having pain issues with that foot... and the tail licking could be due to anal glands that need expressing. Figure out why he is licking those areas, eliminate the cause(s), and the hair will grow in normally.
