Barking dog next door

Hi,
Is there any solution to a mean dog barking at us constantly through the fence?  The owner will do nothing about it, and it doesn't violate city regulations.

Hi Art,

I am sorry to hear about the disturbance.  There really isn't a solution that I can give since the dog is not yours.  Are you sure it is not breaking a regulation?  I know that each city is different but for our city if the dog is a constant barker and barks past 11pm then it is a noise violation.  Another option would be to call Animal Control.  

Have you talked to the neighbor?  Try that first.
