My dachshund has very bad breath. I have tried brushing her teeth with dog toothpaste but she doesn't want me to very much. The vet said that her teeth and gums weren't bad enough to put her asleep and clean them.  Is there something I can do to make her mouth smell better.

I am sorry but this is not really a grooming question but a nutrition question and unfortunately there are not enough true animal nutritionists out there. Many vets have given up the science of nutrition to the big corporate dog food companies and that is most likely your dogs problem - undigested food in his stomach that you smell. No amount of teeth cleaning can help that. Diet change and raw bones. Parsley works for dogs that are not allergic to it or charcoal added to the food.  
You will need to do the research for that yourself. You have to be your dogs advocate.
