Styptic Powder Removal

Question
Hello.  I recently had to find a new groomer for my Pom as my previous one moved.  About 3 weeks ago I took him to a new groomer who was referred by another Pom owner.  The groomer nicked his tail and applied styptic powder.  Hey, I know things happen so I didn't think too much about it.  I thought the (Hard as a rock) powder would kind of flake off with time.
It hasn't.  What is the gentlest way to remove it?

Answer
I hope the new groomer appreciates your understanding. How the heck did they knick a Pom Tail???
Best way would be to soak it with warm water- it is most likely a scab that formed so I might want to leave it alone personally. Styptic gets real hard when mixed with blood. I hope you mentioned it and asked the circumstance under which it occurred. Not very professional in my opinion.
better luck next time.
