Question
I have a 9 month old husky that came in to heat 4 weeks a go and she is still bleeding.   Is that normal for thier first time.

Spotting in estrus (heat) can be prolonged in canines.  I'm not sure about breed specific, but I've heard that 9 is about average, but up to 20 days is not abnormal (or alarming).  If has exceeded that time frame, I would suggest a vet to check things out, but the entire process of being "in heat" can last about 2 months if there is no pregnancy.  My thought - keep an eye on her for a few more days, if you see no change, have her checked out.  Additionally, I would suggest having her fixed so you don't have to worry about it.  :)  Hope that helps and feel free to write back with any other questions.
