I guess that I should have been clearer in that his lungs have always been clear it's mucus that is causing the gurggeling.  Does that still pertain to congestive heart failure?

Question -
Our bullie who is one year old continues to have "gurggeling" congestion problems.
In April he had his first soft pallate reduction.  The "gurrgeling" continued.
We went to another vet in May and in June he had a further reduction of his soft pallate as well as enlarging his nostrils.
He's fine as long as he's on antibiotics and prednizone but once off (now we're down to three days) he gets congested and can't breath, chokes and loses his appetite.
We're at a loss as to what to do.

Boy this is a tough one. What's happening is he keeps going into congestive heart failure. I'm betting if you had an EKG done on him he would have cardiomyopathy or thickening of the heart walls.

You should be talking to the breeder who sold you this dog first of all. This is a bad situation for such a young dog.
Aside from that, I'm afraid the prognosis isn't good unless he's medicated all the time.  EVen at that, corticosteroids take their toll as well.

Well if he has to be on antibiotics in order to keep him breathing then something is going on in his lungs, correct?

You might ask if when they did the pallate reduction, if they took out the sacks on either side of his throat as well. If not, and they're large, it's as if he still has the large pallate. When these sacks get inflamed, they restrict breathing and swallowing.  In essence, he has a giant sore throat. There's a name for the sacks but for the life of me I can't recall what it is.
