6mnth old male EBD mounting other male puppies

my male is calm around the house till someone comes in, he get so excited, he wont listen, wont calm down, i have to put him in his crate, he pees everywhere when hes excited and tries to mount my inlaws male puppy, is this normal? how can I make him calm down, do males go into heat?

The first thing that needs to happen is neutering, yesterday. The second thing is this puppy needs obedience training, yesterday. His behavior is that of an undisciplined, out of control puppy with high drive. The excitement is just a puppy thing, but everything else is yours to deal with.
