MY NEW PUPPY IS 11 WEEKS OLD AND IS ALREADY CRATE TRAINED AND DOES VERY WELL OVER NIGHT. BUT I TAKE HER OUTSIDE AND MOST OF THE TIME WILL NOT GO POTTY, SHE WAITS TILL WE GET INSIDE...I HAVE A WEEWEE PAD SET UP FOR HER.SHE HAS USED IT A COUPLE OF TIMES AND I REWARD HER BUT MAJORITY OF THE TIME SHE GOES ELSEWHERE...WHAT DO I DO????

First of all, your expectations are much to high for a puppy this age. It will probably be another couple of months before she's on a real schedule and able to understand what "outside" is for.

I would suggest putting the pee pads right next to the door to the outside.  When you see her heading that way, take her right outside and give lots of praise when she relieves herself.

This process just takes time and patience.
