Have your dog examined by a veterinarian.  Because I have not given your dog a physical exam I cannot say what is going on with your dog.  However, it seems as though your dog may have had a tick under his eye.  A tick is a parasite that attaches itself to an animal (or person) and actually sucks it blood.  Really!!! In order to be sure your dog had a tick, have your dog examined by a vet as soon as possible.

If you are concerned that your dog may have heartworms, your vet can test him to determine if he is heartworm positive or not.  Heartworms can be very serious and can lead to congestive heart failure, so hurry and get your dog tested if heartworms are prevalent in your area.
