We have 2 Black Moore Fish, the baby one is about 2 inches long, and the other is about 3-4 inches long.  We have recently noticed that the older Black Moore has what appears to be a white, flimy residue or fungus on his little nostril and going up along near his eyelid. We took him out of the tank quickly to see it better, and you can't see the "fungus" or "filmy residue" unless the black moore is in the water. We have also noticed a VERY small speck on our smaller black moore, in between his tail, and aren't sure if it is the same thing.  Do you have any idea what this white, filmy residue or fungus could be, and how do we get rid of it?  Is it contagious to other fish?

It certainly sounds like fungus.  Treat with any general fungus cure.  I use a kind that is actually called "Liquid Fungus Cure".  Healthy fish don't generally get fungal infections.  In addition to treating your fish, I would look into why your fish are sick.  Goldfish need a minimun of 20g per fish (although you could get away with 2 in a 30g with enough filtration).  Get your water checked for ammonia, nitrites and nitrates, all three should be zero.  If any of the levels are high, do a 25% water change every day for 3 days, then clean your gravel thoroughly.  For Goldfish you should do a 25-30% water change every week.
