How can I judge whether a male dog reach sexual maturity?

A male can start producing semen at 6 months of age.  It doesn't mean that it should be bred.

Ideally, if you are going breed, you want to wait until the male is finishes developing both mentally and physically.  You want to ensure his hips are good, he has no genetic defects has a sound temperament and is a good all round solid representation of the breed.  In my opinion, that takes about 2 or 3 years.
