hi Joyce i got an 11 week old German shepherd pup yesterday.shes a very quiet dog and she whelps/cries if you touch her in some places.we are being as gentle as we can be and she is not being mistreated and i know her other owner did not mistreat her either.i took her for a walk about a half an hour ago and she wouldn't go.we lifted her outside and she would not budge.she a pretty timid dog i think.
i now have the decision to either swap her for her sister,bring her to the vet and ask what wrong with her or bring her back altogether and get another German shepherd pup.please answer ASAP as i need to know for tomorrow.
please give me your opinion  on everything

Sometimes it can take a couple of days for a timid dog to become accustomed to their new surrounding.

What you DON'T want to do is give her positive reinforcement for a negative behavior.  For example she cries, whines and shakes so you pick her up and cuddle her.  Some timid pups grow up to be timid dogs and in turn become fear biters. Common in the GSD.  

On the other hand, there could be something structurally unsound about her.  If she comes from a big litter, wrestling or rough housing with littermates can cause damage.

You want an outgoing, friendly, inquisitive pup -- she just may not be it.
