my german sheperd pup is whelping/crying

hi Cindi i got an 11 week old German shepherd pup yesterday.shes a very quiet dog and she whelps/cries if you touch her in some places.we are being as gentle as we can be and she is not being mistreated and i know her other owner did not mistreat her either.i took her for a walk about a half an hour ago and she wouldn't go.we lifted her outside and she would not budge.she a pretty timid dog i think.
i now have the decision to either swap her for her sister,bring her to the vet and ask waist wrong with her or bring her back altogether and get another German shepherd pup.please answer ASAP as i need to know for tomorrow.
please give me your opinion  on everything

Im so sorry that you're having problems with your baby. Shyness and timidity can be an inherited fault in some GSD bloodlines. It's workable, but it depends on how much you want to work with your pup and what you expect out of her. It could also be what some people call kennel spoiled. Which is lack of socialization , and due to her age that could very well be it. If that's it, she could out grow it. The crying when touched in some areas, if it's joint or bone related could be something as simple as pano,. or something as complicated as HOD. Pano she will outgrow., while HOD is very very serious. She's a bit young at eleven weeks for on set of either one but it is possible.
Either way this is going to be a complicated pup who is going to require some special treatment, handling and training. All puppies need socilization, obedience training and proper feeding. This one is no exception but you may be starting out with a bit of a handicap with the problems you are having. Another thing to consider is the amount of time this pup has had to adjust to her new surrounds. I always tell ANY new owner, a pup of any age should have at least a two week ajustment period before you see the 'real' puppy. You must remember that this puppy only speaks puppy. not english. She has been removed from the only surroundings and family she's ever known., thrust into a completely unfamiliar place with unfamiliar people. In a span of a few hours her entire life, world everything has changed. Much the same for you would be suddenly waking up on Mars with alien beings who do not speak your language and seeing virtually nothing familiar. Add this to the fact that this pup has only been on earth for eleven WEEKS so she doesn't have much to draw from as far as experience goes.
Whether you keep this pup, or take another one, do remember that adjustment doesn't happen overnight. Shyness is not a good trait in a GSD, or any other breed, however is it possible that it is adjustment related? Will the breeder allow you more time to work with this pup, vet her, and see how she adjusts? If not, then I personally would take her back I think. Just do remember that you don't want a puppy that automatically climbs all over you and is very demanding and mouthy. Somewhere in between is much better.
