Question
I have 2 shelties one male one female.  I want to breed but the male sniffs, licks and cries but does not mount  her. She is into her fourth day after she started to bleed.  What can I do?

She's way too early in her cycle for breeding. Separate them now. On her thirteenth day put them back together for an hour or two., morning or evening. If they achieve a tie, skip a day and repeat. Don't breed every day, or more than once per day. It's a waste of time due to length of time it takes for sperm to reproduce.
Separate them so that he doesn't lose confidence and become frustrated. She will NOT be ready to breed until at least her thirteenth day , counting the day her bleeding started as the first day,
