QuestionI'm considering buying a toy rat terrier. The breeder has a new litter just born and one 6 month old available. The six month old has been an outside dog. Will she be harder to potty train than the infant? Can those dogs be trained to use a litter box?

Yes, the female might well prove more difficult to house train since she was outside (where do you live that having a toy rat as an outside dog is OK?? - somehow that just doesn't seem right to me).
Now honestly, I have never litter trained a dog, but then again I have never spent time around any of the toy breeds. They are so very different from the normal sized versions of the breeds.
I did know of a Chihuahua who used the bottom half of a plastic dog crate lined with newspaper.... and it seemed to work fine though it was work to keep it from stinking
