Potty problem

Question
I have two Maltese one male 13 months old and a female 11 months old. I spend lots of time to bring them outside for their potty (pee and poop)and they do it outside and then they come in side after and will have breakfast and again they do their poop in my living room. When they were younger in winter I trained them to do it on paper and they were not bad and again some times accident happened. After winter was milder and they were older specific in spring and Summer I have decided to bring them out side and started to do it routinely at certain times. When we were home every two hours and also at the same time I am crating them when I am not home, they are doing so, so and they keep their pee and poop and do it outside but they will again do it inside when they come in.... I am really desperate.. I always clean and wash every thing which are smelly and use anti-odor sprays but it doesn't help. I am not successful. I was planning to teach them two methods. When they are home do  on paper and when we go out do it their job outside...But it looks I am not successful. Please help me.

Hello Shabnam:  I understand your pain!  I have gone thru the same thing with my little girl Maltese..
I wonder, after they have been outside, if you should crate them..  ***ONLY if you see they did not do much at Potty time?
