My Maltese keeps chewing and ripping his wee wee pad

We have a 10 month old male Maltese.  He is constantly chewing and ripping up his wee wee pad.  Why would he be doing this and how can we stop it?

Well, some dogs just love to mess around with the Wee Wee pads.
How about using news paper?  He may not find that as much fun to play with?
It is just a phase and he should grow out of it very soon.
