Hello. I feel like I have been going in circles trying to get answers. I hope you can help. :-) My husband and I are adopting an English Bulldog we saw in a local paper ad. Upon contacting the owners we found out that the puppy is in MADRID! The owners are not asking us to pay anything or give them any money, they even said they will pay for the puppy to be shipped to us. My question is this: They asked us to fill out the "change of owner" form. I don't know what this is. Also, some advise please. This whole thing sounds a little fishy to me. Is there anything else we would need to do if we go through with this? Will the puppy be quarantined? Thank you so much!

Hi - if it sounds to good to be true it is!  Go with your gut feeling, this is not good.  No one will send a puppy - pure breed - without payment of some kind... This is some kind of Joke or scam.
Many times they will do this:
I will pay you more than needed for the transport. YOU will in turn send me back the x-tra in a money order ...

They alway work in money orders or cashier's checks... Believe me- this will be lots of troubles for you...
