Nasal Congestion

Question
My dog is an 11 year old Toy Sheltie. She has allergies which cause her to have nasal congestion and make it hard for her to breathe. I have had her to the vet and they've done x-rays and now have her on antibiotics and furosimide (water pill), but it is not working. I know my dog and know that it is just allergies. She is acting fine and eating fine, nothing has changed except for the congestion. Is there any herbal remedies that are helpful in this area for dogs?? Please help!
